I think they're both really good games and it's hard to say one is better than the other, for me. I love the super powers in 4. I love the vehicles and weapons in both. The game play itself is pretty similar. Both have some good music on the radio stations. Both have really good graphics, though some don't like the effects of the virtual simulation of 4 (some can be removed with mods but not all). 3 has cribs where you access your wardrobe and garage, and is where you log in at, as well as a hangar at the airport to access your planes. 4 has a spaceship that you can get as your crib but I haven't gotten that on the save file I'm currently playing (I accidentally overwrote the save file that had it) so not sure if you log in on the ship or standing near the street by Kinzie's old warehouse like you do before getting the ship.
Saints Row 4 is more into alien scifi stuff.
If you like fun, gangsters and your own safehouses to buy I recommend The Third. Because in 4 you cant and dont have the opportunity to have safehouses.
