Controller can only be used by second player?

I was looking through my library for a strategy game with controller support and saw that this has it. It appears to only work in multiplayer though. Is that true?

I feel like I am missing something because that seems really bizarre. If that is the case then I will have to give it a try some other time. Not sure it if it would be a practical game for a controller anyway.

The game works out well with a control, but unfortunately only players 2-4 can use one, player 1 is forced to stick with the mouse/keyboard combo. I hope to find some config files in the game's folders after some snooping around that can change this.

Don't hold your breath, though, on me finding anything. :)
