I need a hand setting up a L4d2 dedicated

I'm trying to set it up so friends and I can have fun messing around with addons and commands.
I've installed Sourcemod and Metamod from here ( http://blog.theevilpc.com/2009/03/how-to-install-metamod-sourcemod-on.html ) However when I try to type "Sm_admin" to get the admin menu it doesn't recognize the command. Though the SDKHooks thing has no instructions as to where to instal that.

Any ideas where that may have gone wrong?

P.s: I'm setting it up as a LAN server since we use Evolve due to technical difficulties.
P.p.s: The server is being hosted on the same PC as the game, so I do have access to both with ease.
