Should i save L4D 2 some files before reinstalling Windows?
I'm going to format the Whole HDD and reinstall windows x86 to x64. Should i save some L4D 2 or Steam files before that to save game progress and achievements? and also not to be compelled to purchase game again.

You should always have your files in two seperate locations. So: An encrypted thumb drive at your living space, an encrypted thumb drive in a locked space at your work, and Steam's DRM cloud that you have no control over can be another.

Sorry sir, but can you answer exactly my question: "Should i save some L4D 2 or Steam files before reisttalling Windows?" In another Words: if i dont save any files, reinstall windows, then download steam and install that, login with my accaunt; will purchased games, games progress or achievements be saved?

You can always DL the games. Save them only to avoid lengthy download times.

You don't need to. Your purchased games, inventory, achievements, etc. ALL go through the Steam Cloud. They are stored to where you can access them from any machine, of course you will have to download the games again, but they will all be there.
