Problem, please help.

So I log on earlier and find out that L4D2 was uninstalled, except it's not. All the files are in my steam folder and I can launch it, but it says I have "-insecure" in my launch options. I can't play on any VAC servers. When I try to install it, the installation bar makes it to the end, but then it just stops, been like that for about an hour now. If anyone can help me, that'd be awesome.

delete every file and reinstall the game if not work let me know
