Cannot install game: "The steam servers are currently too busy to handle your request"

I have deleted steam, re installed steam, tried to instal l4d2 and it still comes up with this error message, any help would be appreciated.

Try changing download region, top left on Steam>Settings>Downloads+Cloud and alter download region. Sometimes works.
