connection issues

i have a problem where i cant connect to any games on any modes. when i try and create my own lobby and start it the game tells me it cant find a dedicated server and the only way i can play is if its a local one. this happened after i installed the back to school campaign. i have deleted it and i still cant connect.

any ideas? i would really like to avoid a reinstall

EDIT --- i have uninstalled this game and now i can not reinstall. steam keeps telling me one of 2 things. "steam servers are to busy at the moment" or "this game is no longer available for download"

EDIT --- i have reinstalled the game and the issue is fixed.
