Other than Mutations and singleplayer a VPK wouldn't be able to do anything anyway.
Honestly your best bet is either hosting a server with a mod that does it (I'm sure they exist) or find servers that do it and favorite them.
you could just not use them did you think about that?
For example, generally speaking when I equip a laser on a gun, I'll stick with that gun for the rest of the campaign. I tend to rely very heavily on my pistol(s), especially the ridiculously OP desert eagle (heh) so it's not very hard to cruise from ammo pile to ammo pile without having to scrape the bottom of the barrel ammo-wise. That would no longer be possible with the changes you propose.
Not that I think it's a terrible idea. I'd actually like it quite a bit, and would probably use my primary weapon more, swapping it out for whatever I came across, shifting roles as the weapon dictates. Sounds like fun. But if you're married to your lasergun, it basically means you're being forced into becoming an Akimbo Assassin except for the occasional horde or special, and for some that ain't so hot.
Personally I'd rather have this than remove ammo piles completely since that can stifle gun variety within the team. If everyone runs out of ammo and finds an infinite gun source (guns that don't disappear even when somebody picks one up), everyone's going to be using the same weapon.
