My personal choice would be to release a new, uncut version, exclusive to Australia, with extra content as a bit of a consolation prize for having to wait so long - Something like 'Australian Halloween', which, for people who don't know, is even more terrifying than Australian Christmas.

Now that we have an R18 raiting the non censored would without a doubt fall under such a raiting and therefore could be sold in Australia if it is resubmitted to be reclassified.
I've heard there are time periods on resubmission, but I'm sure valve will want to do this when it is able to, it will generate some buzz for the game, it's one of there small core titles and also they seem like a pretty caring company.
