If the games you were trying to join are full you automatically open a lobby with the same settings (map / mode / ...)

Mmh... if you open a lobby of any official campaign yourself and select 'Official Dedicated Server', what happens if you start the game?

It starts normally, but no one can join.

Oh wait actually, i can only play on a local server. When i start a normal campaign it says something like "Can't find an Official Dedicated Server, Find the Best Available Server? Then says 'Cannot Find Best Available Server, play local?" I click yes, then the game starts automatically like nothings happened..

If your game is up-to-date, verified and you're not in -insecure mode (you'd get a warning after starting L4D2 that can hardly be missed, though), my best guess is that either something is blocking your requests to the servers or their responses. It sounds like a port forwarding problem (especially the fact that nobody will join - ever), but this is rather rare with L4D2, so I'm not perfectly sure.

For troubleshooting purposes you might consider temporarily disabling your firewall and the firewall of anything that is between you and the internet (maybe a router or something similar). If it works then, try reenabling one after the other to find the culprit. In rare cases antimalware/-virus software also seems to get in the way of online gameplay depending on settings.
