If you want to run your own listen server so you can use your custom skins you just need to disable the check before starting the game from the console.
Out of all the mods I've used, the only ones I've had issues with regarding the server enforcing consistency are the gnome and any special infected.
Workshop mods like the no boomer bile obscuring your vision? That's a blatant "material hack" of just replacing one texture in a vpk to get perfect vision. And with how much over-the-top trash talking some players do, I wouldn't be surprised if they install mods this nefarious to get an edge. Mods that are completely VAC undetectable, btw. Not sure how you guys think it stops aimbots, as that's a real memory hack of the game and not an addon.
It really only effects competitive modes, so hopefully Valve follows through and disables all addons in Versus gamemodes. Material hacking is just too easy in this game, to the point where you can't trust anyone.
I assumed by "host" you meant set it to Local Server. It's not hard to host a listen server (its not hard to host a dedicated, either). You don't need to pay any money.

That seems like a pretty small issue. The servers will also be hosting versus matches so turning off consistency would affect those games. If you want to play with mods that are affected by consistency then host your own game locally instead of relying on a third party server for your lobby.
As a former 3rd party server hoster, I wouldn't allow any custom skins\models either. It's way too easy to cheat. Valve doesn't care who cheats on their servers as long as it isn't an aimbot. But real servers do care.
Valve needs to create a workshop whitelist for servers.
Until I can either get a clearer description or a verbatim error message, either from what the server kick message or the developer console says, then I can't lend credit to this allegation.
Ok, and improve the already included whitelist system... Lighten up man.
