报告翻译问题
The director normally puts a few witches per map. A map has to be specially designed to spawn more. So if you see a lot of witches, the map designer made it that way.
There is indeed a limit on boss infected, but scripted witches (and tanks) can bypass this.
It used to be that there were 9 scripted witches and 1 possible witch in Hard Rain, but now they raised the possible witches to 2 per chapter so you can get 11.
That's the whole point of HR2 as it's already been said, and the only reason the map is any hard, besides its length. There are lots of supplies and usually at least 2 defibs.
If you really suck or are really unlucky, and keep startling them, I suggest you either let your teammates do most of the shooting, keeping a pump shotgun and melee weapon for yourself, or stay close to a ladder at all times. If you start climbing when you startle a Witch, she'll stand there, unable to get to you as long as you're high enough to avoid her swipe. Your teammates will then (hopefully) gun her down. If playing Realism, get inside a closet or something as Witches can't break down doors on Realism (don't do that with bots as they'll follow you and open the door like the stupid penismunching pricks they are).

This could be correct, but they proved numerous times that they do NOT care by leaving me hanging or down while just standing there, not doing anything. But then maybe they don't like to interfere with free will, and being on the ground, bleeding to death can only be the result of something I clearly wanted to happen. D:
