This is the only game this is occurring on.
Tried:
- Verifying Game Cache
- Uninstalling and Reinstalling (But it will just go to 17.3MB / 17.3MB)
- Manually Removing
- Remove Bin File
- Removing .blob files

Try running seagate tools it will check the hard drive for any errors and tell you if the hard drive is bad. Run the full tests. From my experinces when you get a disk write error that means the hdd is failing. I would back up any important data on there then run Seagate Tools it will work for all hard drives. Dont store any data on there till you find out the drive is good. Cause you don't want to lose any important data you have on that drive. Cause if the drive fails you will lose all data on that drive and to recover it will cost alot of money.

Ok my bad i assumed you was meaning a regular hard drive not an ssd drive, so for that i'm sorry. I didn't know that seagate tools checked ssd drives.
What drive is giving you disk write errors your ssd or your regular hdd?

Is the disk full?

Ok try this.
Goto the manufactures webpage and see if they got a tool to test for errors on an ssd drive maybe seagate tools only works for regular drives.
Also try to install l4d2 onto another drive. When you go to install it it will ask you what drive you want to put it on. Uninstall l4d2 and do a fresh clean install of the game. See if that helps you to get it installed.

try run steam as admin

run a checkdisk on your hard drive with the /f parameter

do this by opening cmd and typing
"chkdsk C: /f"

Replace C: with hard drive Steam is on

Thing is I can't install it on another drive as it just goes back to update required. Hard drive is fine.
Bump, damn POS game keeps redownloading 8gb and fails to instal. I try to remove local files when it starts to DL again and workaround somehow to make this POS stop re-downloading ALL THE TIME. I've let it download passively without realising it about 5 times that like 50gb.... I've tried to disable downloads for it and only enable DL when I launch the game but its not even installed.

Every other game new or old works fine installing and uninstalling, even throughout reformatting windows and relaunching steam from its home dir on its hard drive.
