Any tips on increasing FPS?

In my main menu it goes 250+ but when i go into a game my fps goes bullsh!@$ 20-

Main menu has a video running in background. You can always try a different resolution and hit the "recommended" button in video options.

Lower some of the graphics settings

turn v-sync off and you can try disableing multicore rendering, also paged pool memory may make a difference
also try lowering all other settings

I already made my graphics to low and the resolution thing doesn't help either.

Couple little tips you might find helpful.

I. Right click on "my computer">properties (there's some for you right there).
1.Click on the "hardware" tab.
2.Click on "device manager" (more info).

II.Or: Start>All programs> Accessories> system tools> system information. (This might be all you need right here)

III.SIW has some serious system information capabilities(but it is complicated)

Specs are what your computer uses (GPU, CPU, OS, RAM, etc.)

Do this, you'll be able to identify what GPU you use, if your CPU is dual or quad core. For RAM and what CPU (e.g. intel i5, etc) you use, will just be when you right click My Computer and click properties.

RAM and OS I'm 100% sure are fine for the game. Processor should be fine, but I'm not 100% positive.
Also, somethign I should've asked before, are you running a desktop or laptop?

Well, looking at your specs, you should be able to run L4D2 unless I've missed your GPU somewhere.

Indeed, the specs doen't list the video card. I like GPU-Z[www.techpowerup.com], a nice little tool for displaying a full list of info about the video card and its GPU. Also creates sensor logs.
