I wander why everytime I restart the game I have to download workshop items once again

Sometimes the workshop has problems; it's usually better to use direct download from l4dmaps if you can.

Find your mod or an equivalent mod on l4dmaps.com or gamebanana. Download the file, unzip it to a .vpk file, and place it in your addons folder.

L4Dmaps.com is superior to the workshop, no waiting for download once vpk file is in the addons folder.

No, you have to re-download it. You can watch list a file on l4dmaps to keep aware of updates, though.
