"Hard to beat": noted!
I think that is achievable by creating narrow corridors (chargers are the biggest enemies in those). And for smokers I'm thinking of heigh - pretty well covered - areas. Any tips on other locations where those enemies are at an advantage?
Finale start-room should allow you to pick any tier 2 weapon with laser sight "like the gun shop in dead center".
Witches should be replaced with guard dogs "they stay asleep in one area, if woken up they will growl and attack while barking".
Optional crescendo events. There should be lasers that patrol the area, and if someone touches a laser, than a crescendo will start. The lasers could be both moving, and stationary.
Oh, and since it a military base, there should be one crescendo where you have to run across a field of bunkers. When it starts, you activate "wake up horns", and the bunkers will all open with zombies dressed as soldiers.
