Steam workshop
For some reason, none of my add-ons are loading when I am in offline mode. The add-ons are installed, and do work fine in online mode. Really need a solution because I am offline a lot.

You could just move the vpk files to the basic addons folder

I wouldn't recommend moving your addons. If you don't unsubscribe, you will end up with double everything. Then when the workshop ones update, you will have conflicting versions.
A much better idea is to unsubscribe from all and install only from l4dmaps.

The Workshop only works when you are online so it can check what mods you are subscribed to, and if they are up to date. If you play offline a majority of the time, learn to manually install from mod sites, or move the workshop .vpks into the addons folder and unsubscribe. As mentioned above, if you don't unsubscribe bad things happen.
Just remember to favorite the mods you downloaded so you can easily find out if any changes have been made.

Where exactly are the workshop .vpks located?

Steam/steamapps/common/left 4 dead 2/left4dead2/addons/workshop. Move the mods out of the workshop folder and up into the addons folder.
