Are your drivers up-to-date?

If it does the Intel HD thing and it's a laptop, then you should be able to go to your graphics control panel and manually set it to run the game on your good GPU.
At least that's what I sometimes need to do on my laptop, but I have nVidia, so I cannot tell how exactly you could do it.
Is there maybe an icon in your mini toolbar on the lower-right side of screen? (Assuming you're on windows 7)

This game has no dynamic shadows, so stop looking for them. also the flashlights do not reflect the whole world, just your own flash light.

Dang. Acording to my control panel the game is already on High Performance.

Flashlight shadows count as dynamic shadows.
