Error could not load library content
havent been able to run this game on windows 8.1 for the life of me. my computer is high end. what is the deal with this? i cant get past the opening credits and i have played this game on this system. ♥♥♥♥ weird yo

Have you try uninstalling and downloading the latest Steam? (Copy Steamapps somewhere so you dont have to redownload all your games)

Edit: Before you do that, have you verify game cache?
