The animations for your survivors are either broken or sequenced improperly. The second part often happens when a character replacer is ported to a different character. It means either your mods are broken, which you can't do anything about, or your base animation files are broken, in which case you should verify your game cache.

i already verify the game cache and the glitch persist

Do you have surivor swap mod?

If you do undownload it

If you don't you must be joining a server which the host has surivor swap
It is simple, you either have a downloaded VPK mod or workshop mod that is causing it. I have seen it many times. It can be a custom player skin or a custom player skin within a custom map. Find it, remove it.

because of your mods
A mod is 100% causing your problem. If you say you have uninstalled all mods and it still happens, you did something wrong. Did you go into your addons folder and make sure there is nothing in there (include the Workshop sub-directly)? Did you restart Steam once you unsubscribed from everything on Workshop with Steam Cloud off?

turn off all your mods(in add-ons)
verify files.

and if that works, turn on your add-ons that you used like 3 at a time, see which one caused the glitch, then remove it.
