Uh, that's not a solution... if there's no friendly fire, not only does expert become pointlessly easy, but that only prevents tkers from killing you, not from attempting to destroy the game in other ways.
No, it's not. The friendly fire is a very important part of expert; when you can't spray and pray recklessly, you have to shoot carefully. Once your shots are limited your kills are limited, exposing you to more risk.
With over twice your hours in expert only, I can safely say that once you remove friendly fire, an expert game is completely pointless. It's about as much worth as an expert game with god mode on, or any other ridiculously overpowered survivor bonuses that completely negate the point of expert- which is a harder game.

But personally I just use my own server and some Sourcemod plugins to deal with TK. Ban the offender (no voting needed when you are admin), count the friendly fire damage, and give the health back.
If they start shooting you or a teammate, incapacitate them.
If there's a bot active in the team, kill them so they're not revived.
When they're down or dead, vote to kick them.
If your other teammates have any brains and aren't clueless morons, the offender will be kicked.
If he/she is not kicked, leave the game. Your "team" deserves the abuse they're about to receive.
You can block people all you like, there will always be trolls.
EDIT: If you're on your own server and you have something like SM or an admin addon installed, put godmode on yourself if it looks like they're going to try to shoot you.
They really, REALLY hate that. It's hilarious.
