Turtlerock and Valve cancelled coorperation. but that doesnt rule anything out. They did it respectfully to eachother and are still in mutual good standing.
Valve have stated they want to focus on the new platform, but also that multiplayer games is the future aka ½life have lower priority than most assume
Turtlerock flopped badly with Evolve. i can easily convince myself we will see the two join forces again and make another game together-
