Does hardware affect mouse performance?
In terms of it being smooth and precise. Like I play on an i3-2310m and intel hd 3000 (college laptop). With the way I have settings, I get basically 60fps+. I ordered a Razer Deathadder that should be here soon cuz it just looks really good for me. I currently use a Logitech G300. I imagine the DA has a better sensor so it'll track better but... idk. If i were to upgrade my system and stuff would the mouse perform better? It performs smoothly now but maybe i'm just overthinking it.

No, the mouse would perform the same. But possibly your perception of how it performs would be improved due to improved performance of your system. Mice connected via USB are capable of updating their position up to 1,000 times a second (polling rate) but if you are visually seeing a slide show due to low-end graphics hardware, it could incorrectly be perceived as input lag.
