Fallen Survivors have special cvars associated with how many of them can spawn and how often they can spawn. They can carry a random assortment of health kits, pills, pipe bombs, and molotovs. I don't think they can carry shots or bile bombs or defibs.
If you shoot them in the head while they are idle, they will die immediately. If they are not idle, shooting them in the head is not an instant kill; unlike most common infected, Fallen do not ragdoll from headshots.
They have (EDIT: My bad, misquoted health for the Fallen) 1000 health by default. So they take a lot to kill. UNLESS you have a Magnum or a Sniper. Then, it is highly recommended to always shoot the BODY of the Fallen with those weapons, because they do special damage. Two shots to the body from those weapons will kill a Fallen, but it would take like (EDIT) 12 head shots to do the same for a Sniper (more for Magnum). Note that in Realism, only the Magnum has this body shot bonus, so the sniper is at an extreme disadvantage against Fallen in Realism. I think it would take about (EDIT) 45 body shots to kill a Fallen with a Sniper on Realism Expert (still 12 head shots though).

If he is a zombie, he would attack instead of run, or not. So i guess he isnt. But he isnt attacked by other zombies. He is partially normal, or just a vegetarian :D
He is in Dead Center aswelll, its the cola guy. He has the same model and you can see him in window while givining coke if you will stand in right place.
They have a type of rabies not real zombies. You can be violent, or scared. (or braindead laying on the floor slowly dying)
He may think you are the zombies and think he is alive still.
However, I know for a fact they do not die from one head shot if they are not idle. I modified my Riot Cop Head Shot plugin so that it boosted head shot damage to the Fallen and Jimmy Gibbs, since they don't ragdoll when they are shot in the head. I also used a plugin to spawn a lot of Fallen for the testing, which also required modifying some other cvars, z_fallen_kill_suppress_time and z_fallen_max_count, so that I could keep spawning them. Another plugin would announce when a zombie was hit, where the zombie was hit, and how much damage was done. Finally, I also used nb_blind to ensure I could shoot them while they were idle. It made for an amusing screenshot, maybe I'll dig it up, tons of Fallen bodies everywhere.
I don't think I ever tested melee, just guns.

He used to be a Survivor, once, as well. So he knows the Survivors will shoot and kill him. That's why he runs.
Or maybe he's luring the survivors further into the horde, as they chase after the precious health kit on his back. Maybe they'll make a mistake in their hot pursuit and stumble into a tank or a witch...
Thats why its hard to kill, but he dies with 1 head shot.
Jimmy Gibbs Junior, dont have any helmet, and its way more easy to headshot him.
You are all wrong (at least, regarding Fallen Survivor headshots). Since this is obviously a pics or gtfo crowd, I actually went through the trouble of hooking the infected_hurt event, printing out when a Fallen Survivor is hit, in what hit group, and for how much damage.
Note that the gun here is weapon_rifle, I gave myself a laser sight for testing purposes, I am in the Tunnel of Love safe room (a favorite of mine for tests), I am using a plugin to spawn Fallen Survivors (you can see a few of their bodies already...), and that hitgroup 1 is the head.
For our first screenshot, I have a Fallen Survivor who was idle. They're somewhat oblivious if no one shoots, which is why I had to sb_stop 1 on the bots. Shooting him in the head once resulted in the familiar and happy explosion of zombie brains; note the Fallen Survivor who is dying just under my cursor, and the damage indicator, hitgroup 1, 32 damage, 1000 health remaining. (remaining is a misnomer, that's how much health the infected had before the bullet struck)

For the next screenshot, I spawned another Fallen, and then ran up and shoved him. He promptly turned and ran toward the safe room door. Well, he couldn't really escape, so his AI pretty much stayed still. This allowed me to get a steady stream of headshots. Again, note hitgroup 1, however, this Fallen is not only still alive, but he's losing 32 health per shot. (it's actually more like 32.6 or so, which is why you will occasionally see 33 health lost - the game tracks fractional damage that's been done to infected). A Special Infected would have taken 4x damage from that same bullet.

Melee indeed will do m_iMaxHealth damage. I raised the fallen health multiplier from 20 to 50, so that they had 2500 health instead, and a single melee weapon to any hitgroup did full damage.
Weapons which gain the penetration bonus (magnums, snipers in non-realism) do m_iMaxHealth/2. So when the multiplier was 20, magnums and snipers (to the body!) were doing 500 damage each. When it was 50, those same weapons did 1250 damage each.
Also, because no one ever probably believed me when I said this before, I took more screenshots.
If a Fallen Survivor is not idle, and you have a weapon with the penetration bonus, it is a better strategy to aim for the BODY. Note this screenshot of the military sniper head shots to a Fallen, and I'm only doing 90 damage.

So, to summarize:
If penetration bonus, and idle, aim for head. If not idle, aim for body. Remember: only the magnum has the penetration bonus in Realism.
If no penetration bonus, always aim for the head. You will insta-kill if they are idle, and you will do at least 1x damage if they are not idle. The exception is on Easy - if not idle, aim for the body on Easy because you do 2x to infected bodies on Easy.
