I'm not talking about Single Player or Multiplayer. I'm just saying that if you say that this game is too easy, you should try playing a Campaign on Expert difficulty from start to finish, and surviving with 0 incaps.
Also: You can use cvars to adjust all the things you're talking about. For example, if you have sourcemod, you'd put this in the console:
sm_cvar z_tank_health "10000"
Personally, I think the biggest problem with the jockey is that he is only a partial pinner. I designed a plugin that allows the Jockey to keep riding an incapacitated survivor. Add in the Jockey jump, and now they are extremely deadly. You can get a lot more kills in a lot more places, and you can also take survivors way far back.
His cooldown is also excessive, especially paired with the partial pin problem.
