Should i download the dedicated server from the Tools tab?

Well, if you download it from steamcmd, will be independent from steam (you can open/close steam while server is running)
This is how i do.

i was just looking for more info about that Tools tab, because ive never used. if youre a regular gamer, then its simply useless
