Just a thought experiment but...

i can hear the screams and see the stones flying toward me :D

If there were stats like

"do kicks to y different players in the last x hours playing"
"get kicks from y different players in the last x hours playing"

and we compare it to the avereage of all normal players which play nice and behave we can threat the peaking guys with

"disable kick votes on public games for the player till his average goes normal"
"ban the player for public games till his average goes normal"

To explain it more,

i assume if a player have kicking different other players three times high as the average player, he is the problem not the other. So dont let him do kick votes.

I assume if a player is kicked from different other players three times high than the average player he is the problem himself. So dont let him join public games.

I only see a problem when some guys unite to kick the same player,
and two players that dont like each other.
