You can't save progress without Games For Window Live but that service got discontinued years ago.

It got replaced with a new service in which you can save progress for both specific PC and all Xbox One games. But in order to sign up you have to spend 70-80 bucks on a new game for Xbox One to even be able to have an account. So if you don't mind being ripped off by Microsoft then go right ahead and waste that money just so you can play GTA 4.
