If it's just friends you should be okay, but be aware that using sv_cheats 1 means that anyone on your server can call those cheats. They could do something like run the cheat-flagged server bugs like report_entities or director_log_scavenge_items to crash your server, kill everyone on the server, etc.
A preferable and safer method, although more time-consuming, is to use Sourcemod, as its sm_cvar prefix allows most cvars to be adjusted on the fly (sm_cvar z_common_limit), as well as some other commands in custom formats (sm_god, sm_noclip, etc), with the protection of only specific persons being able to use them.
