Legram wins as a whole tough. That place is just crazy atmospheric.
Trista has grown on me as well. I replayed CSI in small daily chunks over a period of two months in anticipation of CSII release. This forced me to take my time pretty much all the time and it certainly did help in setting the mood. (Trista in the rain with the music muted is certainly something you should try out)
On topic, my biggest disapointment would be that we didn't get to visit Dukes Albarea's Mansion in CSI
Besides that, I also really like any place that has Student Council President Towa in it.
Also the menu screen with the train and the outdoor scenery passing by. I realize it changes depending on the chapter the last save was in, but I always tend to want to stare at it for a long while before getting into the game.
