Cop AI?

So I was going about my business, breaking into a building when I got caught. I quickly ran out, but a Goon with a gun followed me. He managed to shoot me, and a Cop was nearby. What does the Cop do? Start attacking the Goon, right? Nope! He started attacking me! I love this game, but I would really like this to be fixed. Thank you, and rest assured I will most likely be purchasing the game whether or not this is fixed. It just really annoys me. Thank you again!

Read the sign at the beginning of the second level. There's a reason it works this way. That said, it may end up changing.

I guess that makes sense, but I still think it should change. Still love the game, though!
