Besides, as long as they don't use anything triggering VAC, Valve can't do anything anyway.
Hence the exact reason I stopped buying Valve games after the release of L4D2 (with the exception of Portal 2 and even there, I waited for a massive discount).
An unhappy customer is soon a customer no more. So yes, they had the option to do so and probably the will. The only thing preventing them from taking action is that there is no violation of the ToS nor something triggering VAC.
