Left 4 Dead

Left 4 Dead will not start up for me.
I got the following message saying:

Failed to create D3D device! Please see the following for more info.

duser/std_adp.php?p_faquid=772

For some odd reason, the system would also think that im playing Left 4 dead when I am not even on it at all. This is a seperate bug that I can get off from the task manager, but my main issue is not bring able to play the game itself. I tried to do the code -dxlevel 90 since it's left 4 dead, but the issue still persists.

My ATI graphics card is Radeon HD 7670 as extra info.

I haven't played this game in an extremely long time (like late 2012) and it worked fine before. I also have Left 4 Dead 2 and the game works perfectly fine since it's a newer version of the game.

Can anyone help?

If you do not want to create the device you could try reinstalling DirectX. Since L4D2 is working fine I would say that is not the issue. You could also try to reinstall L4D since it (seemingly) is the only game you are having problems with.
