Zoey: "Maaaaan, I looooooove Steam!"
Francis: "Yeah, Steam's alright... I guess."
I say they added this little scenario to hide the fact of Bill's not speakin' at all in that Campaign "Crash Course". Francis, Louis and Zoey are the only Survivors who had different speeches and quotes, except for the old army man. I assumed before that he "got too old" or "perhaps, died". And yet, we be still wondering about the true fact.

Taken from the L4D wiki:
"Bill did not get new lines for this campaign. When activating the generator he reuses "Watch my back" and "I'm getting too old for this ♥♥♥♥♥♥♥♥♥." He also says very little throughout the campaign although he occasionally says "Get to the chopper!" when telling the people to get on the bus. Commentators have suggested this due to Valve being unable to contact Jim French (Bill's voice actor) in time to meet the campaign's production deadline"

Also if bill's voice actor was "to old" Bill's voice actor came back in the sacrifice

Also dont forget barbossa, Never put your rear in a pirates face

That is not good. Couldn't they make Jim French - Bill's Voice Actor - say his supposed lines after he came back then updatin' the game? It's good that he's alright at least.
I don't save the release dates of the Campaigns, so I am mistaken on his old age.
I'd like t'say I understood ye as clear as diamonds, but I would be lyin'! I'm naught but a humble pirate, master treadbolt. Can ye be more simplified of what you meant to tell me about my rear?

he refused to do crash course but came back for the last one "where he died"
its most likly he wanted more money and when [people kicked off on CC they rellised they would need him for the end of the game

He probably refused CC at first because of L4D2 announcement and he was being sympathetic to gamers, not to mention had Valve made good on their Post release plans to begin with, He would have had much more work to do with Valve as Valve would have made new campaigns and infected specifically for the original survivors and not the hollow-stale-cardboard-cut-outs of the second game.
