A huge improvement over Borderlands 1, which already was a great game. B2 takes the same formula and makes it better in every way: it's prettier, funnier, has better story and gameplay. There's more also more variety in terms of enemies and environments. Playing it with friends makes an already brilliant title even better, especially since there are more classes to choose from (6 vs 4 in B1, 2 of which were severely underpowered).
If you want more content there are some very good DLCs available. Personally, I recommend Mr. Torgue’s Campaign of Carnage and Tiny Tina's Assault on Dragon Keep. On top of that, the game can be replayed in the True Vault Hunter and the Ultimate Vault Hunter modes, where it throws stronger enemies and better loot at you.
While the title certainly has some issues stemming from design desicions (game's coop focus makes playing it solo frustrating and boring at times, annoying inventory UI) and lack of polish (minor bugs in the base campaign, some major issues in the DLCs), it's still one of the best shooters on the market.
