Borderlands 2: GOTY gift

So I sent a gift to my friend of Borderlands 2 GOTY I recently bought, but it's not showing up in my friend's library. She got the message "The game is in your library"(I don't remember how looks, really). But it's not appearing in the library.

The gift should be avaliable for all CIS countries, right? And even if it's not, the game would be still in the inventory because it can't be activated, right? But it did.

What happened and how to fix it?

P.S. The gift was from Russia to Estonia. The store page says it has to work.

When your friend gets the notification there is the option to accept it, then the option to add to library or inventory. If the profile is set to not show gifts ( none community content like games) you will not see it in the inventory. Have your friend look in inventory.

That's exactly what happened.
"This item cannot be added to your library because it is restricted from your country."
Why? The store page says that Borderlands 2 can be redeemed in Estonia and all CSI countries. Making GOTY version only avaliable for russian-speakers is just wrong. Damn it, 2K. You screwed it over again.

Yes, that is just sad and I hate it. Stupid steam should be able to put the right version with the one downloading it but I think they are actively preventing gifting to some regions. MAYBE your friend can get some help from steam on this, worth a try anyway.

Yeah, I thought of that too. Store page says that the game CAN be activated in Estonia, but the gift says it can't. I don't know if the support ticket can help, but I will try.
