Normal and TVHM use Soft Scaling. A mission might be Level 15, if you clear it at Level 20, the next one might be Level 18, clear that at 25, the next might be 24. It scales up to you somewhat, but only at set intervals, and it has limitations.
All DLCs play by the rules of the games difficulty, so Tiny Tina DLC only Hard Scales on UVHM, otherwise Soft Scales. Make sense?
I didnt try 2 or 3 but found myself convinced to try the 4th one.
The 4th one sucked pretty bad.
Does that count for all headhunter dlcs?
If you're playing only solo, the level of a headhunter will be fixed at the level you first enter it, with a minimum of 15 and a maximum of 35 in normal vault hunter mode.
However if you ever play coop at any time, then the level will be fixed at 15 even if you enter at a higher level.
