What level are your most used weapons? If they're under-leveled, that could be part of the problem.
After I've changed my build, I started to use a Jacob's sniper rifle which is level 47 and doing 15994 damage.
The Jacobs Sniper seems okay for it's level, but things do start to scale up rapidly at that level, so keep an eye out for an upgrade.
Some of it is learning the maps, and the enemies, some of it is learning avoidance skills. Don't try to stand and take hits, don't be afraid to run. Jumping, weaving (strafing from side to side as you run away), use cover, stay in motion.
Um... match elements to what you're fighting. Sometimes it may not be much help, but every little bit is good. Fire for animals and bandits, Corrosive for armored and mechanical, Shock for anything with shields. Explosive is equally good against everything (though not as good as a specific element that a given enemy is weak to).
Maya is really good with elemental damage, and Flicker can really boost that at low levels. I also usually point a few points in Sweet Release (and eventually 5 of 5).
Try a Cat Class mod (with a SMG) if you can find one.

If you die vs everything at lvl 22 then your movement/positioning/tactic cannot be good. In general you can only take a few hits before going down, so play accordingly:
1) Take cover, pop out for some shots and take cover again. Sniping from range will make it easier as enemies will miss you most of the time.
2) Debilitate or distract the enemy: Phaselock, singularity/slag grenade, gaige's deathtrap, axtons turret etc.
3) Kill enemies even faster than they can kill you: Gaige + anarchy, Sal + gunzerking, melee Zer0 + decepti0n etc.
4) Recover hitpoints faster than they deplete: Gaige + blood soaked shields, Zer0 + resurgence, Moxxi weapons, transfusion grenades etc.
The game is actually rather easy if you play it smart but if you play with the brain in holiday mode it can be pretty nasty.
Although, if you are looking for an easier/simpler game then I can recommend Gaige. No need for accurate aiming, brutal damage and good survivability. Also heard that Salvador is easy to play but haven't tried myself.

OP, you may find a Bee handy. I enjoy the rhythm of ordinary amp shields but the Bee does pretty well with Zer0 too. You can get it from the Treants in the Tina DLC.
If you're struggling with survivability (understandable with Zer0, he's a glass canon) you may find a Moxxi weapon helpful. If you pick up a Grog Nozzle (by taking the quest 'The Beard Makes the Man' in the Tina DL) you will be healed 65% of any damage you do, including melee and grenade damage. It's a really helpful way of getting health regen. Zer0 is the only character I really use it for before endgame as he is so fragile.
Keep in mind that grenades will not break Decepti0n. Throwing grenades while you're in stealth can be a useful way of softening enemies up or slagging them. You might find the 'magic' grenades in the TIna DLC, which regen grenade ammo, are helpful. I also like Transfusion grenades, especially slag ones.
Re Maya, Sweet Release as Nakos said can be a godsend. You might find Harmony is a good tree to go down if you're struggling to survive. Sweet Release, then Wreck, then Elation. By the time you get to Life Tap you're golden.
