Report a translation problem
There are two ways to play BL2 offline and you've apparently locked yourself into one or both - you've gotta check both & change them to Online.
First way is above to the left at the top of this Steam page Steam gives five horizontal options - click "Steam", view the scroll & make sure your Steam is set to Online. On the same Steam scroll, there's an option to Check For Steam Client Updates - click it to make sure you're connected to the Steam Servers - if you're connected, it'll either update Steam or try to update Steam but will tell you that you don't need any updates.
If you're offline, you must go online to access the Steam Servers.
Second way is on the Gearbox opening page in-game in your lobby where Steam gives various options in a vertical list - click Network Settings and make sure you're set to whichever of the three Online options you prefer.
After checking these two ways, if both Steam & Gearbox show you as online, you should be communicating with the Steam Servers. Upon occasion, the Steam Servers will be busy so you'll have to give them some time to become available. Wait awhile before retrying and eventually Steam Servers will become available - at that point you should be good to go. Happy gaming
