NS2 Not closing down properly and staying open even though its been closed?

I am having troubles searching for servers and when i log in it does not load my profile at all.

Upon closing, waiting and trying to restart NS2, it says "a copy of NS2 is running, please close it before trying to open a new one". There is no instance of NS2 running on my pc when it says this, only steam. I have a feeling it could be a bug within steam?

If anyone has had this issue and rectified it, i would really like a heads up :).

Bump. This needs fixing, I have exactly the same error. Tutorial videos don't load either, I assume? I have to close down steam crashwise to close NS2.

Some router hardware has known problems with high traffic rates - this can sometimes be overcome by changing the "max ping" to 500 in the steam settings. That can cause issues with finding / updating servers.
