Is your CPU running at 2.4Ghz? You'd definitely want something more powerful, or consider overclocking.
I'm considering OC'ing my AMD Phenom II 965 (Black Edition) from 3.4Ghz up to 3.8.
NS2 is pretty demanding, there is no way around it.

It's unfortunate, but people that want to play this game with a decent framerate are going to have to upgrade from old hardware.
Easiest thing to do is lower your resolution. I'd start with 1280x800 with everything off except multicore to see how well it plays. Adjust from there with lower resolution if necessary.
Type "FPS" into console to get your FPS displayed. Also "R_stats 1" for more detail.
