News Splash Z-order issue?

The news splash and other "live" info on the home screen is either Z-ordered wrong, or the options/mods/etc menus are click through.

It is beyond obnoxious to click the stupid news splash every fricking time I want to change a setting or do anything. ANYTHING at all.

Please, fix this.
