Exos are like tanks : big fat armor + much much DPS. They're here late in the game, when there's most likely a lot of Onos and a lot of alien structures. They need to deal a lot of DPS to take down these stuff, and be able to "tank" damage too. Basically they're here to resist to Onos. Railguns are just effective against lesser and medium lifeforms (which imeans in mid-game). Railguns can't do♥♥♥♥♥♥against Onos. They're useless.
