Fix low FPS and lag/performance Problem
I have found a Solution that works for me. Go to this Site
https://www.microsoft.com/en-us/download/details.aspx?id=26347
hit DOWNLOAD, and install both the x86 (vcredist_x86.exe) and x64 (vcredist_x64.exe) versions. Reboot and it should Work now.

i only really get lag when i'm close to an iceberg in antartica

it only works with the default ships, not the dlc boats
