What does the color below Netural Npc mean?

Hey guys another question i couldnt find online, i noticed that there are many colors for the netural enemies, i am guessing it has something to do with the chance to join you? but i not so sure how it works exactly.
From what i recall i seen 5 colors, is it the chance to join your army/ hostility in something like
Green - > Blue -> White - > Yellow - > Red ?

if you didnt notice yet just check the minimap. once you get control of a fort or a castle you gain control over an area. neutral mobs in that area get the color of the player in control of said area
