So I have the physical disk but I can't find the box so is there any way I can get the game on steam but without paying?

Not on Steam. Steam cannot accept product keys that they did not sell (I think this is EA's decision, not Steam's since Steam can do it for other games). You can register your game at thesims3.com and work through Origin, however.
