There are two types of lag. FPS lag, caused by your computer, or connection lag, caused either by the server or your own internet connection.
I haven't tried multiplayer in this game yet so i don't know how the hosting works, if it works the same as with the COD titles (At least the console versions) and is hosted by the players themselves, it could be that you've ended up with a poor host with a crap connection.
If it's hosted by EA, you should do a traceroute to the IP of the host server and send the results to EA through their CS mail.
Im running an i7 processor and a AMD 7850 graphics card and it clearly has tons of headroom to spare. No lag. Granted, Im hard pressed to find a 2010 game that will tax my system. Some of the current gen stuff can, especially with photorealistic mods.
Your GPU/CPU has nothing to do with your connection to the server or your internet connection at all. That'd be your network card(s). It could also be that you're on wireless, which in my experience never works properly when playing any game online.
I, myself am running an i5 CPU @ 3GHz with 8gb RAM and an NVIDIA GeForce GTX 650, nothing's overclocked, running stock performance. No problem running current gen games on max. Most games running at 150+ FPS unless capped lower by the game or manually.
If you can see the host but they can't see you, it could be due to your NAT (Network Adress Translation) settings being set to Strict.
There are tons of guides on youtube on how to both find your NAT settings and how to set it to Open.
Could also be that you're getting kicked by punkbuster if the game runs it. I haven't tried multiplayer in this game yet so i'm honestly not sure what kind of security is in place for this game.
Could be a number of reasons really. High ping could be one of many.

Worked with zero problems on Win7, now on Win8.1 I get lag.
I can't seem to locate the problem with the few tests I've done.
If you get "lag" in singleplayer it's your computer. Are you trying to run the game at max settings? Try turning off motion blur first, then turn off V-sync and see if that fixes the issue.
If you're using a low-end gfx card, those two options will only make things worse.
What kind of rig do you have anyways?
EDIT: Just noticed you said it worked fine on Win7. Well, i'm running in Win8.1 and have no issues with any game.
FX8350, 7870 Ghz Edition, 8gb ram.
All drivers are up to date.
I really am confused.
As a side note, logging in to this game is pointless as it saves things locally. So formatting lost my progress. I now appear twice on my own speedwall.
If you have forced AA on your gfx card you should also try and turn that off for this title.
If you find out the IP to said servers you should try and do a traceroute (search -> cmd -> tracert <IP> and see if there's any packet loss during the trace.
Could be that it happens when the game needs to update some of the information such as new records etc. AutoLog does seem quite unstable and keep in mind, this is a console game originally and was ported to the PC platform. It is also an EA published game, and EA is known for releasing titles way prematurely, this game is no exception.
All in all though, some may get bugs with this game, others gets off without a hitch. As i said, it's an EA published game.
There are a number of solutions online if you use google and search for it. Some may not be of any use to you, while some could prove helpful.

EDIT: Just found that you're using an 8-core processor. In that case, try and set the affinity to 7 cores or less but no less than 3.
You can do this by accessing task manager whilst ingame by tabbing out, rightclick task bar and select task manager, then locate the nfs11.exe and right click, selecting set affinity, then untick number 8 and try with that to see if it reduces the lag. If not, try unticking one more.
It should work.

However, my friend using Dell Inspiron (i5 2nd gen) 2.5Ghz turbo boost 3.0Ghz, 4Gb GT525M, 6GB Ram, 5400RPM hard drive. He encounter lagging, which I found that ridiculous the specs is totally higher than what the game requires, no way he will suffers lagging. Hope someone can find a way to solve this problem.
