Keyboard shorcut problems

My keyboard shortcuts seems to follow the AZERTY layout even if my keyboard is in fact QWERTY. I'm playing on a french canadian Windows language and keyboard layout. I tried to force the input language to english, but still the game refuse to use the correct shortcuts.

Is there a way (command line argument or configuration file) to force the game to use the QWERTY keyboard layout ?
