Confusion over an early puzzle... sense please?

Hi, I just did the puzzle where you haveto find the code to get into the Master Office of something like that. You use the Station number (three digits) and the Staff number (five digits) of the person who wrote the letter with the clues in it.

In the clue letter he says he is on his last shift, and that it is 4pm. So after looking at the time sheets I see his green ticks showing his last shift ended at 4:10pm, therefore that is precisely the shift he was refering to in his letter, the shift on which he wrote it.

But the thing is he has TWO staff numbers, his number in the previous shift is different, and it is THAT number which is needed for the door code, not the one on his last shift like the letter says. How can one man have two staffs numbers? They should both be the same so that when I type the number from the last 4pm shift into the door it works, and doesn't make the clue letter seem pointless and wrong.

Is it just me or did they screw this up?

he was not in charge of one of the tasks. in the ticket booth area when the voice whispers, "here", open the book and you'll see that he wasn't in charge of the refueling, so you ignore the staff number that has that and only pay attention to the "mail" ticked box. use that number after the station number.
