I agree with the above post, there is a standalone version ("Ultra") and an upgrade for Arcade Edition which is registered and runs through GFWL. Players wouldn't be able to play each other. At the very least if the update removes gfwl and switches to Steamworks, anyone who doesn't buy this character and stage DLC pack would no longer be able to play online with those who did.
Just for clarification, the netcode on consoles for MK9 is even worse than the PC netcode. I can have almost non laggy matches on PC via private matches with a friend of mine.
It's up the devs what they do with the netcode.
I have not play MK9 on console and so i dont know how the netcode is there but i talked with some people who have the game both on console and pc and all of them told me that the pc netcode while it is a little bit better than console it is not near as good as SSF4 AE PC netcode. I can confirm this from my personaly experience too with both games online on pc.
